Online Payment Terms

The county’s vehicle registration information states that the online service accepts Visa, MasterCard, and Discover. A nonrefundable processing and handling fee applies to each online registration renewal. Online registrants receive a $1 discount from the applicable processing and handling charge.

The payment confirmation should be retained with the registration receipt until the sticker arrives. A payment appearing on a card account does not replace the need to verify that the transaction reached the confirmation stage. The registration month remains unchanged when an expired registration is renewed at a grocery store. A late store renewal therefore does not reset the annual registration cycle.

The county appointment page states that a grocery store may process a registration that is not more than nine months expired.

A store may be unable to complete the transaction even when it appears in the county directory.

A citation for expired registration can also change the process and amount due. The county specifically lists the absence of an expired-registration ticket as a condition for partner-location service. Mail Renewal Procedures

Walk-In Service Hours

Customers completing a title transfer, ownership change, lien addition or removal, or first-time Texas registration as a new resident may walk into a branch from 8:00 a.m. to noon on Monday, Tuesday, Thursday, or Friday. The tools provide estimates rather than guaranteed final totals. Vehicle owners should enter the correct category and weight information. Using the passenger-car estimator for a heavy truck, trailer, motor bus, or combination vehicle can produce an amount that does not apply to the transaction.

Standard Vehicle Estimates

The fee estimator states that the 12-month fee schedule for a passenger car, private bus, or city bus weighing 6,000 pounds or less is $64.25. It also states that a $4.75 processing and handling fee mandated by TxDMV is added to each registration renewal.

A separate county appointment page lists $78.25 as the registration fee for most vehicles and light trucks weighing 6,000 pounds or less. The official pages therefore show that the amount presented as a basic schedule may not equal the total amount required for a particular renewal.

Additional charges can apply based on the vehicle and transaction. New vehicles from the current or previous model year may be subject to a two-year inspection replacement fee of $16.75 at initial registration. Non-diesel vehicles may also have an emissions-related fee. Applicants should rely on the official estimate or a fee quote tied to their plate number or VIN rather than sending a payment based only on a general vehicle category.

Expired Registration Tickets

The county appointment information states that the price increases when a ticket has been issued for expired registration. Because the ticket affects the amount and may prevent renewal at a partner location, the owner should obtain the correct fee before submitting a mailed payment or visiting a store.

An expired registration does not automatically mean that every renewal channel remains available. The length of expiration, presence of a ticket, inspection status, insurance status, and available vehicle records can determine where the transaction may be processed.

Branch Card Charges

Harris County Tax Office branches accept major credit and debit cards for automobile transactions, including registration stickers, license plates, automobile titles, and temporary disability placards. Credit and debit card automobile transactions are subject to a 2.40% vendor transaction fee and a flat $1 processing fee.

Applicants who prefer another payment method should review the requirements for their specific transaction. Insurance and Inspection Records

License Plates and Stickers

General-issue license plates are provided as part of vehicle registration. TxDMV assigns the plate number, and a general-issue number cannot be personalized. In person, the owner may obtain the replacement at a Harris County Tax Assessor-Collector office and sign the replacement license receipt statement. Personal identification is required.

Another person may act with authorization from the owner. The authorized person must bring a completed and signed MV-454 authorization letter and a copy of the owner’s driver’s license.

For a mailed replacement, the owner must complete and sign Form VTR-60 and include a check or money order. If the address has changed, the county directs the applicant to write “address change” in large letters on the form so the new address appears on the replacement receipt.

If a sticker ordered online or by mail does not arrive, the owner should contact the county automobile department and provide the plate number and current mailing address. This situation is different from replacing a sticker that was lost, damaged, or stolen after delivery.

Specialty Plate Transactions

Specialty plates carry charges in addition to regular registration fees, and some designs require the applicant to meet eligibility conditions. Harris County Tax Office locations accept specialty plate orders, while TxDMV provides the state plate selections and applicable fee information.

Before scheduling a specialty-plate pickup, the customer should verify through the county system that the plates have arrived. The county warns customers not to rely on an email from another entity as proof that plates are ready.

Pickup documents may include current proof of liability insurance, the current plate number or registration receipt, and funds for additional exchange or prorated registration charges. When possible, the customer should bring the plates and registration sticker currently assigned to the vehicle so the county can dispose of them.

A person picking up plates for the owner must bring written authorization and copies of the driver’s licenses of both parties. A leased vehicle may require a copy of the lease agreement.

New Residents and Ownership Changes

A person registering a vehicle in Texas for the first time as a new resident is completing a different transaction from an annual renewal. The same distinction applies to a title transfer or other change in ownership.

These transactions cannot be completed through the standard online registration renewal portal. The county appointment page specifically states that title transfers and ownership changes cannot be completed online.

New residents, title-transfer customers, and people adding or removing a lien may use the designated morning walk-in period. Appointments are available for service outside those hours. Applicants should bring documents that apply to the title, ownership, lien, and first-registration transaction rather than relying only on a renewal notice.

“Registration Purposes Only” is another separate transaction. It means that the vehicle is registered in Texas but is not titled in Texas. This may apply when a vehicle was titled or registered in another state and the owner cannot or does not want to surrender the negotiable out-of-state ownership evidence. It may also apply when an out-of-state lienholder retains the original title.

Electric and Hybrid Vehicles

Fully electric vehicles generally follow the same registration and title procedures as other motor vehicles, but an additional state fee applies to qualifying electric vehicles.

Effective September 1, 2023, fully electric vehicles weighing less than 10,000 pounds are assessed an annual $200 electric vehicle fee at registration renewal. This amount is added to the other applicable registration fees and taxes.

A new electric vehicle purchased from a Texas dealer is subject to a $400 electric vehicle fee for the initial two-year registration period. The additional electric vehicle fee does not apply to hybrid vehicles or vehicles with combination fuel types.

The county also states that the fee does not apply to motorcycles, mopeds, autocycles, neighborhood electric vehicles, government vehicles with exempt registration, or vehicles for which no registration fee is due, including certain vehicles with Disabled Veteran or other qualifying military plates.

Motorcycles and Other Vehicles

Motorcycles follow the same general registration and title procedures as other motor vehicles. A motorcycle owner should still identify whether the request is a routine renewal, title transfer, first Texas registration, plate replacement, or another transaction before selecting a service channel.

Trucks, trailers, semitrailers, motor buses, and combination vehicles may require weight information for fee calculation. The county estimator defines a combination vehicle as a qualifying pulling unit with a gross vehicle weight over 10,000 pounds that pulls a semitrailer weighing over 6,000 pounds, when the combined gross weight exceeds 18,000 pounds.

For trailers and semitrailers, gross weight includes the actual vehicle weight certified by a public weigher or Department of Public Safety license and weight inspector, plus the vehicle’s net carrying capacity. Owners should not estimate weight from the appearance or length of the trailer when an official certified weight is required for the transaction.

Can I get a temporary permit before completing registration?

Texas offers one-trip, 72-hour, 144-hour, and 30-day permits for qualifying vehicles. The documents depend on the permit type, but applicants generally need a valid photo ID, the vehicle identification number, the vehicle’s year and make, and proof that the vehicle meets Texas liability insurance requirements. How do I switch from specialty plates to regular plates?

You may request regular license plates in place of specialty plates either by mail or at a Harris County Tax Office location. Because the remaining amount depends on the specialty fee attached to your current plates, verify the correct payment before mailing the request.

Can a golf cart receive a license plate?

A golf cart owner seeking an off-highway plate must submit Form 130-U and ownership evidence, such as a manufacturer’s certificate of title, bill of sale, or invoice. On Form 130-U, select the non-title registration option and identify the request as “Off Highway.” This transaction may be submitted by mail or handled through the county appointment process. Does an off-highway vehicle need a Texas title?

An off-highway vehicle must already be titled before an off-highway license plate can be issued. The applicant must provide a copy of the Texas title showing ownership.
