Harris County covers approximately 1,777 square miles and contains 23 primary watersheds. Each watershed has its own topography, waterways, development patterns, and flooding challenges. The District oversees an extensive drainage network that includes approximately 1,500 channels totaling about 2,500 miles. Local conditions make flood management especially difficult. Limits of District Authority

The District is not a floodplain administrator. Other incorporated municipalities have their own floodplain administration responsibilities.

In unincorporated Harris County, the Harris County Engineer’s Office is the floodplain administrator. Altogether, the county has 34 floodplain administrators reporting to separate government entities. The appropriate office may therefore depend on whether a property is inside Houston, another incorporated municipality, or an unincorporated part of the county.

The Flood Control District’s primary responsibilities concern regional flood risk reduction infrastructure, including bayous, major channels, tributaries, detention basins, and District-maintained property. A street drainage problem, storm sewer problem, building permit question, private drainage dispute, or municipal development requirement may belong to a city, county engineering office, or another local government department.

Regional and Local Drainage

Regional waterways and neighborhood drainage systems are connected, but they are not necessarily managed by the same office. The District works on major channels and flood risk reduction projects, while municipalities and other county departments may manage streets, roadside ditches, storm sewers, subdivision drainage, or development permits.

Before submitting a concern, identify the physical location and type of infrastructure involved. Note whether the issue is along a bayou, creek, channel, detention basin, street, storm drain, roadside ditch, or private property line. This distinction can help government staff determine which agency has authority.

Flood Risk Reduction Work

The District uses structural and nonstructural methods to reduce flood damage. The appropriate approach depends on the location, expected benefits, project cost, engineering conditions, community effects, and natural values.

Structural projects may expand or modify channels, construct stormwater detention basins, or make other physical changes to the drainage network. Nonstructural approaches may include acquiring flood-prone properties where a construction project would not be cost-effective or would provide insufficient benefit.

No project can eliminate all flooding throughout Harris County. The practical objective is to reduce the risk, frequency, and severity of flood damage. Heavy rainfall may exceed the capacity of drainage systems, and flooding can occur outside a mapped floodplain or away from a major waterway.

Capital Improvement Projects

Capital projects expand or improve the existing drainage system. Examples include channel expansion, construction of new stormwater detention basins, and acquisition of flood-prone homes. Funding may come from bonds, annual tax-supported appropriations, federal or local grants, and agreements with government partners.

A capital project generally moves through multiple planning, design, funding, environmental, property acquisition, bidding, and construction stages. Its status may change as technical work, partnerships, or funding arrangements develop.

Residents reviewing a proposed project should pay attention to the project name, watershed, identification number, geographic limits, and current phase. Similar projects may be located in the same watershed, and one construction contract may include work at several sites.

Projects by Watershed

The District organizes projects according to the watersheds they benefit. A watershed is an area of land in which rainfall runoff drains toward a common waterway. Neighborhoods that appear close together may drain into different channels, while locations separated by several miles may be part of the same watershed system.

When researching a project, prepare the following information:

The District maintains more than 2,500 miles of channels, approximately 50,000 acres of land, and more than 280 stormwater detention basins across 23 watersheds. Maintenance Versus New Construction

A maintenance request concerns the operating condition of existing District infrastructure. Examples may include accumulated debris, damaged channel features, erosion, excess vegetation, fallen trees, sediment buildup, or an apparent obstruction affecting a District-maintained channel or basin.

A request for a new channel, larger detention basin, neighborhood drainage redesign, or other expansion is not the same as routine maintenance. New or expanded infrastructure normally requires engineering study, project selection, funding, design, and construction. Submitting a service request does not automatically create or approve a capital project.

Reporting Drainage Concerns

The Service Request Center is the single point of contact for concerns involving the operating condition of Flood Control District infrastructure. Residents may submit an online report or call the Citizen Services Center hotline at 346-286-4197.

The official service request form should be used for problems along the District’s drainage network. The general inquiry form should not be used to report a concern along a bayou or stream because directing the report through the Service Request Center supports faster routing.

Details to Include

A useful service request identifies the location and condition as specifically as possible. Before submitting the report, gather details that help staff locate and evaluate the concern:

A street address, nearest intersection, or recognizable landmark.
The name of the bayou, creek, channel, or detention basin, if known.
A description of the observed condition.
The date the condition was observed.
Whether the problem appeared after rainfall or a storm.
A nearby project or channel identification number, if visible.
Details about erosion, debris, sediment, vegetation, fallen trees, or damaged infrastructure.

Describe what is visible rather than assuming the technical cause. For example, report that water is not moving through a particular channel section, that a fallen tree is lying across a waterway, or that erosion has exposed part of the bank. Staff can then determine the relevant maintenance category and whether the location is within District responsibility.

Common Reporting Mistakes

One common mistake is using the general inquiry form for a maintenance concern along a bayou or stream. Another is submitting a broad complaint without a location that staff can identify. Reports based only on a subdivision name or ZIP Code may not provide enough detail when several channels cross the same community.

Residents should also avoid combining unrelated conditions into one unclear report. A channel obstruction, street flooding, damaged storm drain, private-property drainage dispute, and building permit question may involve different offices. Separating the concerns and identifying each location can improve routing.

Flood Warning Information

The Flood Warning System measures rainfall and monitors water levels in bayous and major streams on a near-real-time basis. It relies on a network of gage stations placed along Harris County bayous and tributaries. During heavy rain, tropical storms, and hurricanes, these stations transmit information that can help residents and emergency officials evaluate changing conditions.

Some gages also measure wind speed and direction, barometric pressure, air temperature, road temperature, and humidity. The information is used by the Flood Control District, the Harris County Office of Homeland Security and Emergency Management, and the National Weather Service.

Interpreting Gage Data

Flood Warning System data may be delayed by approximately five minutes. Users should treat the map as one source of situational information rather than assuming every street or property condition appears immediately.

Monitor gages near home, work, school, and regularly traveled routes. A station located elsewhere in the county may not reflect rainfall or water levels in a different watershed. Rainfall can vary substantially across Harris County, even during the same storm.

When reviewing a station, confirm its location and the waterway it measures. Do not confuse rainfall totals with bayou or stream levels. These measurements describe different conditions, and each can change at a different rate.

Storm Preparation and Travel

The District’s Storm Center brings together flood warning information, preparedness guidance, alert instructions, and mapping resources. During forecasts for heavy rainfall, residents are urged to monitor weather conditions and pay close attention to roads along their normal travel routes.

Drivers should not enter high water or flooded streets. A familiar roadway may become unsafe when water rises over the pavement, and the depth or condition beneath the water may be impossible to determine. During a flooding situation, residents are advised to remain where they are unless their lives are threatened or they are ordered to evacuate.

Preparation steps supported by the District’s storm guidance include:

Secure valuables and important documents.
Keep children away from flooded areas.
Monitor rainfall and water levels near frequently used locations.
Review known ponding areas before traveling.
Avoid driving or walking into high water.

Flooding can occur almost anywhere and does not require a catastrophic hurricane. Overloaded drainage systems, intense local rainfall, and water backup can cause damaging conditions even when a property is not next to a bayou.

Maps and Property Research

The District uses Geographic Information Systems to organize and present information about rainfall, floodplains, projects, mowing schedules, floodplain models, and reference marks. These maps can help residents identify the correct watershed, review nearby work, and better describe a concern.

A mapped ponding location is useful for advance planning, but conditions may differ during each storm. Rainfall intensity, duration, blocked drainage, and water levels in nearby channels can affect actual conditions. Drivers should continue to follow current road closures, emergency instructions, and visible conditions.

Harris County Watersheds

Most of Harris County lies within the larger San Jacinto River watershed. Within the county, rainfall drains through nearly two dozen major creeks and bayous before eventually reaching Galveston Bay.

The District has identified 23 major watersheds, each associated with a major waterway and a letter used in District records. Watershed boundaries are formed by topography and can cross city or county borders. They do not necessarily follow streets, ZIP Codes, precinct boundaries, or municipal limits.

Knowing the watershed can make it easier to locate projects, read public reports, identify gages, and communicate with the District. A resident near Brays Bayou, for example, should generally review information associated with the Brays Bayou watershed rather than selecting a watershed based only on the nearest municipality.

Home Buyout Program

Home buyouts are a nonstructural flood damage reduction method used in locations where channel modifications, detention basins, or other structural projects are not cost-effective or sufficiently beneficial. The program focuses on preventing future flood damage by acquiring eligible or qualified flood-prone properties.

The program does not provide immediate flood recovery assistance. A homeowner seeking emergency repairs, disaster aid, or short-term recovery support should not assume that a voluntary buyout request serves those purposes.

The Home Buyout Program provides official information about buyout areas, guidance, property identification and prioritization, the acquisition process, and maintenance of acquired lots. Questions about eligibility criteria, grant application status, relocation assistance, or the buyout process may be directed to the Home Buyout Hotline at 346-286-4020.

Submitting interest does not establish that a property qualifies. Eligibility and prioritization depend on the program criteria and applicable funding process. Property owners should keep property information, flood history, government correspondence, and any existing application details available when asking about a specific case.

Reporting Structure Flooding

Reporting a flooded home or business is different from reporting a maintenance condition along a District channel. The responsible reporting method depends on the structure’s location.

For a home or business in unincorporated Harris County, structure flooding may be reported by calling 713-274-3880. For a structure within Houston city limits, flooding should be reported through Houston 311.

Before reporting structure flooding, confirm whether the address is inside an incorporated city or in unincorporated Harris County. Prepare the full property address and a clear description of where stormwater entered the structure. Do not substitute a channel maintenance request for the government’s structure-flooding reporting process.

Funding and Public Projects

The District’s capital improvements, annual operations, maintenance work, and debt service are funded primarily through a dedicated property tax, federal and state grants, cost-sharing agreements with local, state, and federal governments, and annual allocations made by Harris County Commissioners Court.

Project funding can involve more than one source. A bond allocation may support part of a project while government partners provide additional funds. Funding status, project status, and construction status are therefore separate questions. A project may appear in an approved program but still require design work, partnership funding, property acquisition, bidding, or other steps before construction begins.

In 2018, Harris County voters approved $2.5 billion in bonds for flood damage reduction projects following Hurricane Harvey. The total estimated cost of the bond project list exceeded the bond amount, creating an anticipated need for funding partnerships. Bond projects are evaluated through a prioritization framework that considers historical and future flood risk, the number of structures benefiting, social vulnerability and equity considerations, and available funding partnerships.

General inquiries may be submitted to the District for questions that are not reports of a problem along a bayou, stream, channel, or other part of the drainage network. Concerns about the operating condition of District infrastructure should go through the Service Request Center instead.

Does the District maintain every ditch behind a home?

No. A small ditch near private property may belong to a municipality, a homeowners association, a utility provider, another county department, or the property owner. Before requesting work, identify the nearest street address, subdivision, visible channel marker, and the ditch’s connection to a larger bayou or channel. Residents can use the District’s official interactive mapping tools to compare the location with mapped waterways and infrastructure. If ownership remains unclear, submit the exact location rather than assuming the District is responsible.

Why was vegetation left along a channel?

Vegetation does not automatically mean a channel has been neglected. Maintenance decisions may account for drainage performance, erosion control, access requirements, weather, and the condition of the channel bank. Mowing cycles can also change from year to year based on rainfall and seasonal conditions. A report should describe the specific problem—such as blocked water flow, a fallen tree, damaged fencing, or vegetation extending onto private property—rather than requesting general clearing. What does temporary right of entry mean?

A temporary right of entry generally allows authorized personnel or contractors to enter specified property for a limited purpose, such as surveying, inspection, environmental review, or project-related fieldwork. It is not necessarily a permanent easement or transfer of ownership. Property owners should review the stated purpose, access area, permitted activities, duration, restoration terms, and government representative identified in the document before signing. Questions about a particular notice should refer to its project number and property description.

Why can one project cover several watersheds?

The District may combine smaller activities from different areas under one project identification number or construction contract for efficiency. This does not mean the watersheds are physically connected or have identical flooding conditions. Relying only on a project title can lead to confusion when similarly named work is underway in multiple locations.
